This workshop will explore findings from recent research into how school leaders navigate complex governance environments in international schools.

Drawing on interviews with heads of school in British-curriculum international schools in Kenya, the study examines how leaders respond to overlapping institutional pressures, including national regulation, international accreditation systems, peer-support structures and varied forms of governance.

Research suggests that leadership in such environments is rarely about bold disruption or simple autonomy. Instead, effective leaders exercise what has been termed 'structured discretion': professional judgement applied within governance-defined boundaries of legitimacy and accountability.

The session will explore how oversight influences leaders’ confidence, pacing, and decision-making when pursuing change or innovation. It will also consider the implications for leadership development and governance design. Participants will gain practical insights into how leaders can navigate institutional complexity while maintaining credibility with boards, regulators, and school communities.
